記者：近日，美國(guó)宣布5億美元對(duì)菲軍援計(jì)劃，聲稱(chēng)用來(lái)幫助菲方應(yīng)對(duì)中國(guó)海警及“海上民兵”。日本近期還與菲律賓在“專(zhuān)屬經(jīng)濟(jì)區(qū)”舉行聯(lián)合軍事演習(xí)，聲稱(chēng)此舉有助實(shí)現(xiàn)“自由開(kāi)放的印太”。請(qǐng)問(wèn)中方對(duì)此有何評(píng)論？
Question: The US recently announced a US$500 million military aid to the Philippines, claiming to help the Philippine side respond to the China Coast Guard and “maritime militia”. In addition, Japan recently held a joint military exercise with the Philippines in the so-called “exclusive economic zone of the Philippines”. 張曉剛：中方一貫認(rèn)為，國(guó)家間的防務(wù)合作不應(yīng)針對(duì)第三方，不得破壞地區(qū)和平穩(wěn)定。但美日等一些域外國(guó)家唯恐南海不亂，不斷興風(fēng)作浪、搗亂攪局，菲方引狼入室、甘為棋子，為地區(qū)各國(guó)所不齒。需要強(qiáng)調(diào)的是，中國(guó)對(duì)南海諸島及其附近海域擁有無(wú)可爭(zhēng)辯的主權(quán)。對(duì)于蓄意侵權(quán)的，我們將依法正當(dāng)維權(quán)；對(duì)于無(wú)理挑釁的，我們將堅(jiān)決據(jù)理反制，堅(jiān)定捍衛(wèi)自身領(lǐng)土主權(quán)和海洋權(quán)益。
Zhang Xiaogang: The Chinese side believes that defense cooperation between countries should not target any third party or disrupt regional peace and stability. However, some outside countries, such as the US and Japan, keep stirring up troubles and muddying the waters in the South China Sea. The Philippines are inviting wolves into the house and willingly acting as their pawns, which is despised by other regional countries. It needs to be emphasized that China has indisputable sovereignty over Nanhai Zhudao and its adjacent waters. We will take legitimate countermeasures against deliberate infringements and provocations to protect our territorial sovereignty and maritime rights and interests.
