國(guó)防部：在削減核武庫(kù)和軍費(fèi)開(kāi)支問(wèn)題上，確應(yīng)“美國(guó)優(yōu)先”
MND: “America First” in Cutting Nuclear Arsenal and Military Expenditure
2月27日下午，國(guó)防部舉行例行記者會(huì)，國(guó)防部新聞局局長(zhǎng)、國(guó)防部新聞發(fā)言人吳謙大校答記者問(wèn)。
記者：據(jù)報(bào)道，美國(guó)總統(tǒng)近日在記者會(huì)上主動(dòng)提及計(jì)劃同中俄討論削減核武器問(wèn)題，并稱將提議將三國(guó)的國(guó)防預(yù)算削減一半。請(qǐng)問(wèn)發(fā)言人有何評(píng)論？
Question: The US President said in a press conference that he planned to have nuclear arms control talks with China and Russia and to propose cutting the three countries’ defense budgets by half. May I have your comment on this?
吳謙：作為擁有最大核武庫(kù)的國(guó)家，美國(guó)應(yīng)切實(shí)履行核裁軍特殊、優(yōu)先責(zé)任，進(jìn)一步大幅、實(shí)質(zhì)削減其核武庫(kù)。這一點(diǎn)，國(guó)際社會(huì)是有共識(shí)的。需要說(shuō)明的是，中國(guó)奉行不首先使用核武器政策，堅(jiān)持自衛(wèi)防御核戰(zhàn)略，始終將自身核力量維持在國(guó)家安全需要的最低水平，為維護(hù)國(guó)際和平與安全作出了積極貢獻(xiàn)。
Wu Qian: It’s incumbent upon the US, a country in possession of the world’s largest nuclear arsenal, to fulfill its special and primary responsibilities for nuclear disarmament and further make drastic and substantive cuts to its nuclear arsenal. This is a consensus of the international community. I want to point out that China commits itself to a policy of no first use of nuclear weapons, pursues a nuclear strategy of self-defense, and keeps our nuclear strength at the minimum level required for national security. By so doing, we have contributed to world peace and security.
關(guān)于軍費(fèi)問(wèn)題，美國(guó)軍費(fèi)開(kāi)支連年冠居全球，總額超過(guò)排在其后8個(gè)國(guó)家的軍費(fèi)總和，令國(guó)際社會(huì)深感憂慮。我認(rèn)為，在削減核武庫(kù)和軍費(fèi)開(kāi)支問(wèn)題上，美方確應(yīng)做到“美國(guó)優(yōu)先”。
On defense budget, the US defense spending has topped the world for many years in a row. It is higher than that of the following eight countries combined. Its high defense budget is concerning to the international community. I believe that the US should put into practice “America First” in this regard, and be the first to cut its nuclear arsenal and military expenditure.
