國(guó)防部：菲方應(yīng)立即從仙賓礁撤船撤人

記者：據(jù)報(bào)道，菲方一艘海警船近來(lái)一直在中國(guó)仙賓礁潟湖滯留。菲前不久多次派船對(duì)其運(yùn)補(bǔ)時(shí)，中國(guó)海警船依法攔阻。菲武裝部隊(duì)發(fā)言人稱，中方行為危及菲人身安全、違反國(guó)際法。美方表示《美菲共同防御條約》適用于在南海任何地方對(duì)菲軍隊(duì)、公共船只及飛機(jī)的武裝襲擊。請(qǐng)問(wèn)發(fā)言人有何評(píng)論？
Question: It’s reported that a Philippine Coast Guard (PCG) ship has been anchoring in the lagoon of China’s Xianbin Jiao for a period of time. Not long ago, the Philippines sent multiple resupply missions, which were all thwarted by the China Coast Guard (CCG) in accordance with law. The spokesperson for the Armed Forces of the Philippines (AFP) said that the maneuvers of the Chinese side jeopardized the safety of Philippine crew members and violated international law. The US side claimed that the Mutual Defense Treaty applies to armed attacks on Philippine armed forces, public vessels or aircraft anywhere in the South China Sea. What’s your comment?
吳謙：中國(guó)對(duì)包括仙賓礁在內(nèi)的南沙群島及其附近海域擁有無(wú)可爭(zhēng)辯的主權(quán)。今年4月以來(lái)，菲海警9701船擅自進(jìn)入仙賓礁潟湖并長(zhǎng)時(shí)間非法滯留，嚴(yán)重侵犯中方主權(quán)，嚴(yán)重違反國(guó)際法和《南海各方行為宣言》規(guī)定，嚴(yán)重危害地區(qū)和平穩(wěn)定。中方堅(jiān)決反對(duì)并多次提出嚴(yán)正交涉。菲方妄圖實(shí)現(xiàn)在仙賓礁長(zhǎng)期存在，打開(kāi)了惡化南海局勢(shì)的“潘多拉魔盒”，遭到地區(qū)國(guó)家強(qiáng)烈反對(duì)。
Wu Qian: China has indisputable sovereignty over Nansha Qundao and its adjacent waters, including Xianbin Jiao. Since its intrusion this April, PCG vessel 9701 has illegally anchored in the lagoon of Xianbin Jiao. Such an act seriously violates China’s sovereignty, breaches international law and the stipulations of the Declaration on the Conduct of Parties in the South China Sea (DOC), and undermines regional peace and stability. The Chinese side firmly opposes to such activities and has lodged solemn representations multiple times. Seeking permanent presence at Xianbin Jiao by the Philippine side is no different from opening a Pandora’s Box, which has aroused strong opposition from regional countries.
8月19日以來(lái)，菲多次派海警船企圖沖闖仙賓礁，以危險(xiǎn)方式故意沖撞中方執(zhí)法船，中方依法依規(guī)采取必要處置措施，現(xiàn)場(chǎng)操作專業(yè)規(guī)范。中方致力于通過(guò)對(duì)話協(xié)商妥善管控分歧，但忍耐也是有限度的。菲方應(yīng)立即采取行動(dòng)從仙賓礁撤船撤人，恢復(fù)該礁無(wú)人、無(wú)設(shè)施狀態(tài)。中方將繼續(xù)采取堅(jiān)決有力措施，維護(hù)自身領(lǐng)土和海洋權(quán)益。
Since August 19, PCG ships have repeatedly intruded into adjacent waters of Xianbin Jiao, and deliberately took dangerous maneuvers to ram CCG vessels. The Chinese side took necessary measures in accordance with law. Our maneuvers on the spot were professional and appropriate. The Chinese side is committed to properly managing differences through dialogue and consultations, but our tolerance does have a limit. The Philippine side should withdraw its ship and personnel as soon as possible, and restore the unoccupied status of Xianbin Jiao with no infrastructure. The Chinese side will continue to take resolute and strong measures to safeguard our territorial integrity and maritime rights and interests.
美方是攪動(dòng)南海局勢(shì)的最大黑手，也是南海和平穩(wěn)定的最大破壞者。正是美方的慫恿支持、站臺(tái)背書(shū)，才使得菲方有恃無(wú)恐，一再挑釁。美方妄圖以《美菲共同防御條約》嚇唬中方，完全是徒勞的，只會(huì)激起中國(guó)人民的更大義憤和斗志。
No country surpasses the US in stirring up trouble or disrupting peace and stability in the South China Sea. US support and endorsement has emboldened the Philippine side in making reckless provocations time and again. Intimidating the Chinese side with the Mutual Defense Treaty will never work. On the contrary, it will only result in stronger indignation and greater morale among the Chinese people.
